Are you eligible for First Time Central Heating Grants

Eco Target provides information about the First Time Central Heating Grants available from the UK Government’s Energy Company Obligation (ECO) scheme. This program aims to reduce energy consumption and carbon emissions by making energy-efficient measures more accessible and affordable to households.

Qualifying Criteria

To be eligible for First Time Central Heating Grants, the following criteria must be met:
  1. Homeowners or tenants in privately rented homes are eligible.
  2. The domestic premises must never have had a central heating system installed.
  3. The new central heating system to be installed must provide space heating through a boiler connected to radiators.
  4. The relevant heating system used to assess eligibility is that which appears as the ‘Main Heating’ system on the Energy Performance Certificate (EPC) for the home.
  5. Homes must have an EPC rating of D, E, F or G to be eligible for Central Heating Grants. However, some homes in the higher part of band D will not qualify.
  6. Householders who rent their home from a local council or a housing association and those in shared ownership homes do not qualify.

The Benefits of Installing a Central Heating System

Installing a central heating system in your home has many benefits, including:

Heating Systems Eligibility

Your home must have either no heating at all or one of the following heating systems:

  1. Electric room heaters, including direct acting room heaters, fan heaters or inefficient electric storage heaters.
  2. Gas room heaters; including fixed mains gas room heaters.
  3. Gas fire with back boiler.
  4. Solid fossil fuel fire with back boiler.
  5. Mains gas warm air heating system.
  6. Electric underfloor or ceiling heating (not part of an electric boiler).
  7. Bottled LPG room heating.
  8. Solid fossil fuel room heaters.
  9. Wood/biomass room heating.
  10. Oil room heaters.

ECO Flex Rules allow local councils to recommend that a householder qualifies for a grant even if they don’t receive one of the qualifying benefits. There are four ways to qualify under ECO Flex rules, which have to be first approved by your Local Authority.

Home Insulation

To qualify for First Time Central Heating Grants, your home must have adequate loft insulation installed, and if it has cavity walls, it must have cavity wall insulation installed. If it does not have either of these installed at the time of your application, the installer of your new central heating system may arrange it for you.

Qualifying Benefits or ECO Flex Rules

To qualify for First Time Central Heating Grants, you or someone living permanently with you must receive at least one of the following State Benefits, Tax Credits, or Other Allowances unless you qualify under ECO Flex Rules:

  1. Pension Credit – Guarantee Credit
  2. Pension Credit – Savings Credit
  3. Universal Credit
  4. Child Tax Credit
  5. Working Tax Credit
  6. Income Support
  7. Income-Related Employment and Support Allowance (ESA)
  8. Income-Based Job Seeker’s Allowance (JSA)
  9. Child Benefit (subject to maximum household income)
  10. Housing benefit

ECO4 Scheme Changes

One of the main changes from ECO3 (which ended on 31/03/2022) and ECO4 (which started on 01/04/2022) is that homes must have had an existing mains gas supply prior to 31st March 2022, to qualify for a First Time Central Heating grant to install a new mains gas central heating system. If your home did not have a mains gas supply prior to 31st March 2022, you may qualify for a First Time Central Heating grant to install an air source heat pump.

Frequently Asked Questions

  • Who is eligible for First Time Central Heating Grants?

First Time Central Heating Grants are available to both homeowners and tenants in privately rented homes. However, tenants in council-owned, housing association homes, and householders living in shared ownership homes are not eligible.

  • Will I have to contribute to the cost of central heating installation?

In most cases, the First Time Central Heating Grants will cover the entire cost of installing central heating in your home. However, in some cases, householders in certain homes may have to contribute. You will be informed after a free survey of your home and existing heating system has been carried out.

  • What if I don't receive any of the qualifying benefits?

In some cases, you may still qualify for the First Time Central Heating Grants under ECO Flex Rules, even if you do not receive any of the qualifying benefits. Local councils can recommend that you receive a central heating grant if you satisfy their rules regarding fuel poverty.

  • What if I don't have a gas supply to my home?

Your home must have an existing mains gas supply to qualify for First Time Central Heating Grants. This is a recent change to the Affordable Warmth Scheme introduced by ECO4, which commenced on 1st April 2022.

  • How do I apply for First Time Central Heating Grants?

To apply for First Time Central Heating Grants, complete the form on our website page. We will call you back to let you know if you qualify based on the information you provide. A survey of your home and its existing heating system will then be arranged. The surveyor will complete the official grant application form on your behalf. An electronic check will also be made with information from the Department for Work and Pensions to ensure you receive one of the qualifying state benefits, tax credits, or other allowances. If approved, money will be allocated from the ECO Fund. The ECO authorized installation company which arranged the free survey will carry out your central heating installation at a convenient time.

  • Who is eligible for First Time Central Heating Grants?

First Time Central Heating Grants cover the cost of supplying and installing a central heating boiler, radiators, necessary pipework, and heating control systems. If any plaster work is damaged during the installation, it will be repaired. However, the grant does not cover redecoration.

  • How long does it take to install central heating in my home?

First Time Central Heating Grants are available to both homeowners and tenants in privately rented homes. However, tenants in council-owned, housing association homes, and householders living in shared ownership homes are not eligible.

  • What if central heating has been fitted in my home but removed?

First Time Central Heating Grants are purely for homes that have not previously had any central heating system installed, even if it has been removed.

  • Do I have to insulate my home before central heating can be installed?

To qualify for First Time Central Heating Grants, cavity wall insulation and roof insulation/loft insulation must be installed in your home unless they are already present before the installation of the central heating system. This is to ensure that you benefit fully from the central heating system without unnecessary heat loss through the walls and roof of your home.

  • Are First Time Central Heating Grants available throughout the UK?

First Time Central Heating Grants are available in England, Scotland, and Wales. Northern Ireland has its own scheme, which we do not deal with. Currently, we are unable to process applications for First Time Central Heating Grants in all areas of England, Scotland, and Wales. However, the situation is changing regularly.
